These units will appear to be dead unless an electrolytic capacitor is put on the input side and another on the output side. I used a 1000 uf / 35 volt on the input and a 330 uf / 16 volt on the output.
Once those were added they worked like a charm! I am sure that smaller caps could have been used but those were what I had on hand.
